Plugins Won't Register In-Game

I took a break from Minecraft for a couple months, but now I'm gaining interest again. I've had a HostHorde plan ever since December of last year, but I didn't pay the bill until now.
So I started a new service with a starter plan. But the plugins won't work in-game or register through. I'm thinking that it may be the memory, but the memory bar is less than half in Multicraft. The folders of the plugins also won't show up in the FTP file access.
I really like HostHorde and I think it is great, but I do not want to buy another plan that won't be worth the money just to get plugins working. Is it the memory? Or another issue. Help would be much appreciated.
